A continuation of the email system work, focused on the reliability of failure notifications and giving-related notices.

Fix Failed-email notifications no longer trigger an infinite loop when the notification recipient is the same address that just failed; the failure is still recorded and only the looping notification email is suppressed
Fix Links in failed-email notification emails (Subject/To/Manage Emails) are no longer malformed with a doubled scheme (https://https://…)
Fix Mission trip support notices still can deliver for non-logged-in supports while the {tracklinks} replacement code is in use

Fix Future use Push notification delivery restored by upgrading the Firebase Admin SDK; the previous version sent through a Google endpoint that was shut down, causing all push notifications to fail
