   This release continues the work on the new API-based email system, focusing on
   reliability and faithful parity with the legacy mail path. It recovers sends that
   could stall when a background worker was interrupted, restores delivery to every
   intended recipient and address, and fixes several replacement codes and tracked
   links that were not resolving correctly on the new pipeline.

   - Fix: Email sends that became "stuck" when interrupted mid-send required manual intervention to continue. These are now self-healing and will pick back up and continue.
   - Fix: Emails again deliver to both of a person's active email addresses (primary and alternate) instead of only the primary, matching the legacy behavior
   - Fix: Notification emails addressed to multiple staff recipients (for example, registration and "Email From" notify lists) now reach everyone listed rather than only the first person
   - Fix: Emails no longer fail to send when the CC list includes the sender's own address, and the sender still receives their CC copy
   - Fix: The {fund} replacement code again works for senders who have the Finance role instead of incorrectly failing the Finance permission check
   - Fix: The {team/sg} replacement code in Volunteer Scheduler reminder emails now shows the correct team/subgroup name instead of "Unknown"
   - Fix: The {attendanceurl} link in attendance reminder emails now resolves to the real "take attendance" address when click tracking is enabled, instead of the literal text {attendanceurl}
   - Change: Non-actionable "TouchPoint failed email — could not find sent email or unknown event" notices are no longer sent to administrators; legitimate, record-backed failure notifications continue to be delivered and recorded as before
